setting Master Site

      About to set master site in 6.1.2.

      just confirming that it is only necessary to do this from the IDE regardless of site

      and that will update the rootInfo file exposing all sites immediately to what is in the master site   searching (site -> mastersite -> root)

      Do we need to reindex / cycle every process on the box?

          If you will use any resources from the Master Site in sites other the Master Site, of course the procs in those sites would have to be restarted.

          You can also simply edit the $HCIROOT/rootinfo file
